Is he low on time or not feeling so well physically ?" Usually player who offers the draw benefits from it. That is why Serbian GM was so cautious
I like this line of logic, I think its good that you put "usually" because its definitely not always the case. But yeaa if youre higher rated and offering a draw you either know its a dead draw or youre worse, because even in a draw the better player might find some tricks
He is clearly adjusting it / centring it he should ... To adjust the position of a piece on its square without being required to move it. A player may do this only on their turn, and must first say "I adjust", or the French equivalent "J'adoube".... but good players just know when someone is doing it and just accept it.

I have seen many players playing Rapid do this so I assume the touch rule is not in place at this tournament or in rapid chess
