    A civilization is formed in isolation. When it transcends its own geographical boundaries and becomes an empire it will disintegrate. This is the case with all empires, with one exception, the empire of the Israelites. To all appearance the Israelites benefit from a superior covenant/constitution. Jews alone have preserved their past with a view of the future. Jews alone have an understanding of history. The Western Civilization without Jewish bloodline is a meaningless confusion .

      Globalism.
      That is the generalized term for not merely what foreign aid is - also, in greater detail, for how & why it is. If you disagree, then, what do you call it? And why? And whether or not you disagree, do you think this is a good or bad thing? Both? And why?
      I find it more or less impossible to discern, without some degree of conjecture & speculation...which I am not fond of, what ideas & opinions you are likely to have, what conclusions you are likely to, as well as to have, arrive(d) at, etc., given the blankness of your profile.
      Perhaps you should try harder.

    I don't think Toynbee is right about the period around the First World War to have been a period of conservative reaction in the USA: the "Progressive Era" was not about conservatism. He is definitely right about the leveling effect of mass education. More sensible than Bertie Russell in regard to disarmament. Cannot square the circle of liberty and world government.
