With birds you don’t tan the skin u just take all the fat and meat off and wash the grease out and then put like some borax on it and that keeps it from rotting
Just slowly and patiently is the best answer. Make sure the skin doesn’t dry up on you, and slip it back over the artificial head. And if it’s too tight, cut a small slit that you will glue back in place to give you more space. That’s a last resort option!
