Had a very similar issue on a completely different vehicle. It was my brothers Toyota but it did the same garbage idle and would act like it wanted to die sometimes when pushing in the clutch coming to a stop. We tried so many fixes, scoured forums, eventually got around to trying injectors and it fixed the issue. if the cost isn't too bad it could be worth trying.

I’m also having idle surge issues on my Evo 8 and I can’t figure it out.

I’ll let you know if I figure it out man! I’m gonna replace my power steering pump next then get a base map because it might just be a tune.
