+Jokerz X That's true if Penguin was in the sewers but, Penguin wasn't born at this time where it was seen in the beginning of the second film that Penguin's humans parents dumped him away into the sewers. On the other hand, Penguin's henchmen the circus gang might have found this money throwing scene enjoyable.

All of that money that is being given away to everybody was fake in the movie. It was revealed in a comic book adaption of the movie, that the money he was giving away was actually counterfeit, because the Joker's face is on the obverse side (where a President's face is supposed to be).
This was a nod to his little mention to Vicki Vale in the art gallery of where he said he wanted his face on the $1 dollar bill.

As twisted and sadistic as Joker's words are, there's a bit of truth to what he says. After everything he had done to the city; indiscriminately killing people with a well hidden lethal toxic combination, slaughtering an entire restraunt full of patrons (I'm most of the people on the street didn't give a damn about those rich farts dying), having a shootout on the steps of city hall in broad daylight, ect...

@@MrBenedick14 The Joker has always been sinister and dangerous. Don't know what you mean. But unlike the newer portrayals, the Joker was always the Clown Prince of Crime...he is a bright jovial personality..full of fun energy, hilarity, dark humor and a deadly prankster (the acid flower, lethal joybuzzers, chattering fake teeth, etc). He is supposed to be the antithesis to the Batman's grim dark personality. It plays on the idea that dark can be heroic and brightness can be sinister.
