The percentage number is in relation to how many points each song could get in that specific year at max. E.g. in the year 1981, 20 countries participated. That means the maximal amount of points one song could get is 19x12 (228). Or in other words, when you get from every country 6 points you will have 50% of the maximal points and still not win, because other countries will get probably more points. The percentage number is not in relation to all given points from one year, that would be a different approach.
I guess songs in French and Italian were more aprreciated and rewarded with points than German, which sounds sometimes a bit harsh. In Switzerland, we even have 4 offical languages, and once, our entry was sung in the fourth language (see 1989)
