The free consultation is the main cause, as you rightly identified. I think you should charge a nominal fee so people can take this seriously. Good that you are implementing a screening process moving forward. We can't blame people as they don't know if their problem is severe is not. Hope this will not repeat and you will be able to dedicate your valuable time to those that truly need it.
