The talisman offers about 5.6% increase in damage. I’d argue If it is even useful.. only way I see it work is by using Stormcaller with shard of Alexander, and a scorpion charm of choice making sure to be close enough to the opponent for the blade to hit. Now I must go try it…
A 10% increase? Not bad, can be good on more damaging storm ashes, like storm assault. Could use storm blade on a quality weapon with this talisman, alexanders shard and the divine beast helmet (its supposed to buff storms too) and you get yourself a good damaging ranged attack

I thought it meant it enhances ice storm spell or anything like that. Not storm exclusively to wind storm attacks
