The whole song is very goofy and based on a pun, but basically the idea it adresses is the hypocrisy of everyday language and interactions. For instance when you feign friendliness to a person, but actually don't give a rat's ass about them.
In german we usually say "Herzlich Willkommen" which translates about to "A very warm/heartly welcome".
The reasoning behind this is described in the first lines of the lyrics:
A tribe of indigenous people deep in the rainforests of Peru was found with a very interesting language. There the brain/mind stands as a metaphor for rationality. But for emotions/feelings their pendant isn't the heart, it's the dick/dong/cock/schlong/schwanz.
Since when it comes to feelings/emotions the heart is more like an engine for the body, and the dick has more to do with it.
So together the United Nations decide to from now on replace the heart with the dick metaphor.
Then follow many more puns:
A magazine "Women with Heart/Dick"
A Schlong for kids
Him being a heart/dickbreaker.
A dick-pacemaker (Herzschrittmacher) so you are safe in case when you get a heart/schlong attack

A band I've heard of alot, but never heard songs by. So this was a nice way to change that. Very much in the same niche metal subgenre as Rammstein. (Including singing about dicks.)
