Loop components are materialised as .loop files and stored in their creator's OneDrive space .... except the components that were created from a channel post in Teams: those ones are stored in the Sharepoint supporting the considered channel. Users can (in my opinion, they even should) move their .loop files from OneDrive to Sharepoint before sharing them, so that they can survive after their creator leaves the organisation.
Tied to account of creator which is the one thing I really wish msoft would address or explain in details why it is the case and how companies can plan for the lifetime of the loop files after an employee leaves
