Police Arrest Healer at Homeless Encampment

- Santa Monica Police Officers in the Homeless Liaison Unit (“HLP”) arrest a healer at Santa Monica Beach on Thursday, October 13, 2022. The Officers were enforcing public camping when the person intervened. She was charged with Penal Code 148 a 1 PC, California statute makes it a crime to willfully resist or obstruct a police officer, or EMT, in the performance of their official duties.
Santa Monica Municipal Code 4.08.095 Prohibition against camping in public places:
(a) No person shall camp in a prohibited public place.
(b) For the purpose of this Section:
(1) “Camp” means to erect, maintain or occupy a camp facility for the purpose of living accommodations.
(2) “Camp facility” means one or more of the following: tents, huts, other temporary physical shelters, cots, beds, sleeping bags, hammocks, or bedrolls.
(3) “Prohibited public place” means any of the following: the public parks listed in Section 4.08.091, public beaches, the Santa Monica Municipal Pier, public streets, public alleyways, public parking lots, public passageways, public rights-of-way, publicly-owned landscaped areas or greenbelts, public educational institutions including properties owned by the Santa Monica-Malibu Unified School District or Santa Monica College, or other government-owned properties located within the City of Santa Monica.
(c) The City Council may, by majority vote, establish one or more specified camping areas. Such camping areas, if any, may be located in prohibited public places, except that such camping areas shall not be located within public parks.
(d) This Section shall not take effect until March 1, 1995. (Added by Ord. No. 1768CCS § 4, adopted 9/13/94)

SMPD is committed to addressing homeless issues through the utilization of a nationally recognized homeless engagement model. The major components of the Homeless Liaison Program (HLP) model include; Relationship Building, Networking, Outreach, Education and Enforcement.

She definitely has mental health issues and needs to have some professional help. She unfortunately is always high in all of these videos that she jumps into. Very sad to see. Her violence is not healthy for society though to have to deal with. She is continuously interrupting the police and health inspectors in the jobs that they have to do -- and that is wrong.

If I had to take a wild guess I'd say it was a combination of raves, ecstasy and acid.
I'm actually her best friend and I know her really well she's been through a lot of trauma and she's trying her best to heal herself as well as others and make a difference in the community. However I trying to show her that there is a more effective way of protesting getting your mind across as opposed to coming off as a crazy person on a soapbox organization is something that can help and activist become more persuasive.

People like the woman in this video are in such a state of psychosis, or high AF on drugs, or damaged from too many drugs that they need to be in a place with professionals who can assist and deal with them - instead of us (the community) having to constantly encounter and deal with them. I saw in another video that she actually took off her shirt, stood on top of a ledge, and was yelling at everyone. No one did anything to her on that day and she just freely paraded around. So glad they finally arrested her. Also, I seriously cannot believe THE PATIENCE the officers have with her. I don't know how they do it.

Why was the camera turned off before she was placed in cuffs? Would be nice to see the whole story. If it’s something that RUclips prohibits..it could be at least mentioned.
It’s unfortunate, because most of these people just need help instead of being put into handcuffs and locked up.
Daisy is a special case, some say she is not really homeless, anyway the real problem is substance abuse, most cities do have services in place to help street people, the real problem is their addiction is so bad they that are not in thier right minds and refuse to go to services to get help and choose to live on the streets...

Build a free hotel, room like the beach bathrooms, they dont need to be big, they need a toilet, shower, sink, cot, drain in the floor, 4x7 room, 30,000 rooms in one building, security on each floor for protection, once the individuals have shelter, and ability to stay clean they can get jobs, now there is healing, true healing but only if you try

Rules are made for those who don't understand that freedom actually has limits, so if there are no rules in a country, usually, there will be chaos!
That’s why it’s not a TRULY free country because freedom has limits, you’re forced to wear things at workplaces and restaurants. You can’t really wear whatever you want.

Than, if they keep themselves clean they can also get section 8. Which again our tax money pays for. So they can have free rent. So lots of places. The problem is a lot want to do drugs. Make a Mess. Can't be homeless at the beach, or park, or under a bridge as I have seen in another video as jogger complained it intimidated them. Can't live in an RV, they aren't to be on the street. Go into the woods and get driven off as it is off limits for living. Where can you be homeless?

I've often seen her at Venis Beach, LA, where she has supposedly jumped into the defence of homeless people. Always when a camera is on her, she disrupts the work of everyone from the police to the bin lorry men. I've seen her playing 'Queen' in a bed being pushed slave and master style along the boardwalk by an accomplice, a bit like a parade float saying 'look at me', jumping out of it to 'support' someone being questioned by the police and disrupting them during their work. I have watched her try to disrupt officials who were opening toilet doors to ensure nobody was inside ill or dead after an overnight period, I have seen her sit down on the boardwalk in the path of a moving bin lorry to disrupt their work, presumably because they were taking away some belongings of a homeless person who had littered the public area with them. I have always thought that she needs help for mental instability. Unfortunately, some viewers seemed to think she was a hero and that nobody had the right to say she was a nutter. She did carry a notoriety that the social media warriors jumped on. Some found her funny to watch, and some found her exciting to watch in the name of entertainment. But clearly, there was something wrong with her, having no control of her emotions or self-awareness of how she was affecting the lives of tourists and visitors to Venice Beach, so this arrest comes as no surprise at all. She loved the limelight and the drama and prevented people from doing their job in keeping Venice Beach clean and safe. She claimed to be a healer, when in fact she was preventing some homeless people from being offered further advice the authorities could have given by disrupting those officers in the course of creating a sensation for herself. She was misguided, to say the least, I believe. Homelessness and drug addiction are huge problems in LA as it is around the world and I feel the need to help people myself, and see the point she tried to increase public awareness of, but I came to the conclusion long ago that she's not the one to do it. I can't say if she herself was on drugs too, but certainly her actions and manner suggest that she either was, or her mental state was unstable. Let's hope she got help for her condition.
