Henman was an inconsistent player but on grass he was a difficult opponent for anyone. He used to lose his serve too often which cost him a lot in his career. I do think Tim would have won Wimbledon but of course he fell foul of Sampras twice in the semis and then the rain interrupted semi vs Ivanisevic in which he was 2 pts from victory. Somewhat unlucky and somewhat not strong enough mentally, but still one of the best tennis players we've ever had in the UK.
