He'll get it eventually. He doesn't need a shock collar but I'd change the 'no barking' to a direct 'NO'! He's a lovely boy, just needs a bit of time to undo bad habits. Good luck with him, he'll make you very happy.
Dogs are pack animals. The dog is letting you know that he the Alpha and he owns you. You must become the Alpha. You need to put an electric barking collar on him. Every time he barks, shock him, make eye contact with him and use the the "Stop!" word every single time, and snap and point between his eyes. - Then when he doesn't bark for a minute give him a small treat and say," Good Boy." I used to train guard dogs. Amazon sells the collars. Don't get the collars with ultra sound. Dogs don't understand and they don't work. I guarantee you that my technique will work. Usually within about thirty minutes.

If it doesn't work, he is too emotionally damaged to keep.
Take him back to the shelter and get a different dog.
Do this before you become too bonded.
