Because it was produced differently, I mean Seth McFarlane barely has any input in the writing and production of Family Guy nowadays, his only connection to the show nowadays is that he records the voices for it. Meanwhile with American Dad, aside from being a little bit more experienced after doing Family Guy (also since Family Guy had still been cancelled while they were working on American Dad so it was kind of intended to be a replacement); he also had two other producers, Mike Barker and Matt Weizmann having their input in the show, they're the ones who advised against cutaways and believed that the humor should be more character-based, so Seth trusted them with the creative direction of the series while he went back to work on Family Guy, and even though Barker has left subsequent to finishing Season 10; Weizmann still stays heavily involved with the production of the show.

It’s probably why the quality of American Dad hasn’t dropped as far as it has with Family Guy: in its early seasons, Family Guy was different than other shows, because of the cutaways, but, after a while, it just becomes formulaic and predictable. But they couldn’t really change it, cos that’s pretty much the entire basis of the show’s comedy; I liken Family Guy to one-liner comedians: you might enjoy the jokes at first, but after a while, you get a bit bored with the same formula being used again, and again; you might still laugh at some of the jokes, but they don’t stick with you, as much as they used to. Whereas with American Dad, as you say, the show derived its humour from the interaction between the characters, and the situations they were put in; it allowed the characters to develop, and change as they needed to, without the creators having to keep to a strict formula, for the comedy. So, while American Dad has still suffered a drop in quality, compared to what it was like in the first 8 or 9 seasons, or so, it hasn’t been as noticeable, as Family Guy’s deterioration: American Dad’s dip in quality, is more the natural dip you get, with long running shows, which is understandable, considering it’s been on for 15 years. Family Guy’s obviously been on even longer, so they will have suffered the natural dip, too: but the natural drop in their quality, is mixed with a heavy dose of “meh”, at the predictable formula of the cutaways. This means, because the majority of the humour in Family Guy, is derided from/set up, in those cutaways: if people are bored/sick of that predictable, well-worn, setup, then they aren’t going to enjoy the show, as much as they used to, in the earlier seasons, when that style felt new, and different. But that’s just what I think: many other opinions are available...they’re all wrong, obviously, but they’re available...I’m just kidding of course...or was I haha. there is a scene where Haley and Stan stop a terrorist attack at the Bazooka Sharks stadium by Johnny Concussion where Lewis and Bullock are in the stands together and talk with each other like friends. Not what you'd expect from 2 characters like that but its still something

They should decided a multi part episode to Lewis. Starting with his origin, what he was like as a child. Next part could be how he became principal and what led him to be this crazy, wonderful guy. Part 3 could be what he has done in other countries. Part 4 could be what he does away from school. And part 5 could be what the future has in store for him.

I just realized, have Bullock and Lewis ever interacted in a scene together? God that'd be great lol, they should do a special episode styles like The Hangover with Roger, Lewis and Bullock going absolutely insane
They did a episode called “the dinner party killer” or something like that in the episode Francine decided to buddy up Stan and Lewis and roger was buddies with bullock. Kinda makes you think about it though cause bullock is looking for roger still can’t believe bullock didn’t figure it out cause he was to high off the drugs
They didn't really interact but the episode where Roger and Stan play basketball agaisnt Yao Ming and Shaq. Steve is singing the song the parody of trapped in the closet. He goes to snot's house and Lewis breaks in and find out that snot's mom was banging Avery, and he come downstairs.
there is a scene where Haley and Stan stop a terrorist attack at the Bazooka Sharks stadium by Johnny Concussion where Lewis and Bullock are in the stands together and talk with each other like friends. Not what you'd expect from 2 characters like that but its still something

They should decided a multi part episode to Lewis. Starting with his origin, what he was like as a child. Next part could be how he became principal and what led him to be this crazy, wonderful guy. Part 3 could be what he has done in other countries. Part 4 could be what he does away from school. And part 5 could be what the future has in store for him.
