Maybe but the goon design seen in the prototype was in Arkham Asylum. It’s actually a cut goon design that can only be seen briefly in bts footage for the game. In terms of the tyger billbords and logo it doesn’t necessarily mean this was a port for city. 1. Art for city was being developed during the development of asylum so its possible red fly studios was just reusing visual assets for the game. One reason is because it was a prototype so they just probably resued assets for it. Especially since it was a demo set in a city so plastering that stuff all over the map would help fill it up. Of course those assets weren’t gonna be present in the final game. Prototypes of games have used early assets from their hd counterparts so its not far feched. 2. The developers described it as an Arkham Asylum demo in the description of the video. I don’t think they’d make a mistake of confusing the two games, and not fix the typo 7 years after it was uploaded. Especially since the video was posted in 2013 which was 2 years fresh off arkham citys release so I doubt again theyd have a typo like that. One last thing, I believe they described it as an arkham asylum demo on their official website in their portfolio section as well. I believe they sold their domain to a Japanese website of some kind (due to the company being sold) so I’m not entirely sure about this. Could it have been an arkham city wii port? Sure but considering the wii’s dwindling popularity and the fact the studio was working on a major star wars game at the time I doubt it. Of course I could be wrong.

Fun fact Redfly the studio behind the lost Arkham Wii game Where at one point making a Darth Maul game it sounded like it was gonna be an awsome game with gameplay inspired by the Arkham series it went through a difficult development and unfortunatley got canceld due to the Disney merger of Lucasfilm in 2012 if you want to know more details about this Darth Maul game i highly recomend the youtuber Bombastic two videos on it in the second video he even interviews a lead developer who worked on the project back in the day really interesting stuff

While it probably would not have made it into the Arkham Asylum wii port, I could imagine that the motion controls could have been used to quickfire gadgets in combat and exploration for Arkham City. This use of motion controls reminds me of Mario Odyssey where you can flick the controller to perform special jumps with Mario. While the motion controls may not have been integral to gameplay, it would been cool to see how they could have incorporated it. I imagine the motion controls could have been used creatively in crime scene investigations or hacking with the cryptographic sequencer.
kinda unrelated but arkham city had that armored edition wii u port 😮💨😮💨 had the map on your gamepad which felt super immersive, it was like batman’s arm computer on your gamepad screen and the game on the tv. of course you could just open the map on screen if you wanted, but as a kid it was cool to have both.

What I think the plot might've been is a prequel to the Rocksteady's Asylum. Why I think this is that the demo was set in Gotham and the presence of Joker thugs, which leads me to believe that this would've shown how Joker got captured. This game would've been great to play.
I feel like the bit seen in the demo would have just been the Wii's tutorial area, and the rest of the game would take place in Arkham with an abridged version of the game's events taking place, similar to the The Force Unleashed on Wii compared to other consoles.

You’re clearly were a part of the game development team or u knew someone that was that made the Arkham games I get what you’re doing and I wish the Will game was fully developed and worked on cause I think it needed more time to cook and didn’t have any quick deadlines on how much of the game that needed to be ready graphic quality was ok but not good for its time It’s a shame we couldn’t get this game. Cause it makes the Arkhamverse a more well-written and thought out DC universe for Batman From The Wii Port to the PS4.
If they do teen titans version of it we can predict that the robin in that game is Damian well the teen titans was kinda cancelled by the rocksteady studios similar to superman game concept
