I've used this exact technique for the last 100 or so algs that I've learned. Before that, I used more or less the same thing, but with your standard 6x5 note cards which I used for about 200 algs. I switched to the folded paper because the note cards were a bit too fragile and would wear out faster. Before that, I really don't remember what my process was for learning PLL or COLL. I'm pretty sure that I just used the print outs from Bob Burton's website, which I definitely don't recommend anymore.
Also, I've realized that since a lot of people have phones, it's probably more convenient to write them on a notes app or a spreadsheet than writing them out on a sheet of paper. I've liked the physical nature of paper and that worked really well for me.

also how does one have the memory to do this
I think that memorizing algorithms is very similar to the way that your fingers remember the paths to thousands of different words -- to an extent, its all muscle memory, but when that fails, you can try to remember the exact moves in notation/think about where the exact keys on a keyboard are.

Smart idea with the alg testing although if you do cfop f2l and cross you could be sub 20 cause of full zbll
If you do CFOP then when you get to LL you're not guaranteed oriented edges, so you're much more likely to get an oll than a zbll case.
Anyway I'm sub 10 with zz already so switching to cfop for sub20 doesn't sound particularly productive for me.

Honestly I don't remember which cube I used in this video off the top of my head.
Looking at the centers though, I can tell its a MoYu Weilong WRM19. Excellent cube overall, 10/10 turning
