The funny thing is that this is STILL a more casual and social take on Akuma then the canon version.
Six months cooped in a cave trying to perfect the art of coom and he STILL has more of a social life then the OG if Guile is making it a point to check on him for his well being. I don’t remember the 2 ever even interacting canonically.
So Guile(sporting a full afro) was taking challengers one night, before the beginning of SF2. It was in a bar, and soldiers met up for arm wrestling every Thursday night. Akooma glided on in, took his challenge, and slammed Guile's arm down so hard he flipped backward, knocking out the lights above him with his foot, ending it in a flash. Akooma left, and Gweelei rose up, his afro totally flattened, and started practicing the Flash Kick in time for World Warrior.
He's also surprisingly polite and friendly to Guile, at least until Guile starts trying to interfere with his Kooming.

AND it all took place in his cave! It's also a fixed gauntlet of characters as well, so you'll fight Chun Li first and then Guile every time you play the arcade mode as Akuma.

Consider this: Guile had to improvise on the spot to avoid Worst Case Scenario.

Ergo, Guile had 10 minutes to do something for his friend if his friend would fail his plan. For Akuma - probably. For America part this action happened in - most likely.
