Seems like a pointless exercise to cut Burke in a game about a world ravaged by nuclear war where you can wield nuclear weapons & if it were to not offend a nation then what about their actions during that war. Either on the battlefield or they're unit 731 who committed acts that would make even the Enclave say "nope, way too far".

Well the fat man is in their game too but a changed name I think. Still ridiculous to include it and not the Burke quest/option.
