What if the person is going to make a movement like he or she would move a hand and it will go out of the mask range? is it possible to Track bluriness as we can do it on Optical Flares?
You can track movement with the Mask Tracker in After Effects so yes it could follow a hand. The accuracy of the tracking is based on how much contrast is in the video, if the video is highly compressed (DSLR) and many other factors.

Successful tracking is directly connected to how complex the scene is and how good the tracker can follow the isolated area. If you have a typical busy background, there is no automatic tracker that can do that and that's why visual effects companies employ hundreds of people to sit there every day and manually track stuff, frame by frame.
For this example, because it's a soft edge, you might just get away with manually setting a keyframe for the mask, then moving it when the camera moves. For automated tracking, select the mask and open the Tracker panel (look in the Windows menu). That should bring up some controls for automatically tracking the mask.

+Tampa Bay Library Consortium - Thanks! The new compositing options were just added to CC but you can just apply the effect to an Adjustment layer in CS6, then apply a mask to that. The new options were added to all effects in CC just to make things easier.
If you are using version CC 2017, then you are not looking in the correct place AND you must have an effect applied before you look for Compositing Options. Are you telling me that when you twirl down Effects, you don't see this? imgur.com/a/ry0OZ Do you have the effect applied? Do you see the Property "Effects"? There are many ways to blur, but they all composite the exact same way to just trying a different blur won't give you compositing options.
If you're asking about video that was recorded using a smartphone, Premiere Pro already imports H.264 video. Do you know what format the video is that you're trying to import?

I wish there was a magical plugin like RE:Vision's twixtor which analyses the scene or you setup the focus object than it does things by analysing pixels! Maybe that kind of plugin or similar already exists? Any recommenmdations?
The best tool for rotoscoping is Mocha Pro, but that will only isolate areas, you still have to add effects. I am not aware of any tool that does it all.

I'm not sure I understand your question. This effect is something you apply to a specific layer, which can also be another Comp. Not sure if that helps?

The Blur Map needs to be created somewhere else like Keylight. So yes, if you've already go a layer that can function as a matte, you can use that.

It looks a lot like CC Glass effect in After Effects plus a purple Tint.

You still have to Render each Comp on its own.
