That's sound is the the air that was going in the motor suddenly not going into the motor from letting go of the gas and all that air in the pipe going back the way it came from making the turbo spine backwards. This is y turbo cars have blow off valves so the air can vent out instead of making the turbo spine backwards it's not good for the turbo bearings

We had a company ford with the 7.3 i worked out of for 10 years. it reached 700k. And kept goin i quit the company. We bought a 6.0 the engine blew at 245k

The only reason why he'd say that International is foreign is because the PowerStrokes from the 6.0L to the 6.4L were designed in Austria. However reason why the first 2 years (2003-2004) was because they have always had a lower sulfur content in diesel than we do here in the states.
