Nobody wants another Afghanistan type conflict. The reasons for going in were questionable in the first place and the war was way more drawn out than it was supposed to be. Stability wasn't really brought to the region.

Boots on the ground by a foreign army will be the perfect recruiting tool for ISIS. Thus much of the work is being done by the Iraqi army, Kurdish forces etc. They will take over ISIS run cities and will fight on the ground. It seem people have learned their lesson from the Iraq war.
