Me personally, this just further cemented my dislike for Satako. She’s intentionally hurting not only Rika, someone she “loves”, but ALL of her friends for her own EXTREMELY selfish desires. She’s abusive, continuing the cycle sadly. Genuinely don’t understand how people ship her and Rika.
SPOILER They ship them because Satoko and Rika are Bernkastel and Lambdadelta. These two loves, and hate, each other. Also, Satoko is becoming more and more like Lambdadelta (also the fact that she uses the word Certain). Lambdadelta is the Witch of Certainty, and will do anything to achieve her goals. Bernkastel is the Witch of Miracles.

However, I agree with you about Satoko's selfishness. Rika still wanted to help her after all, and then she died because Satoko thinks she broke her promise when Satoko herself didn't want to be around Rika's friends. (I kind of understand her too for hating her, but she was wrong. No matter how much you hate a person, or love her for your selfishness, you can't kill a person) And she's gonna torture her friends now, always for her selfish desire for Rika to stay in Hinamizawa forever with her. You can call this as a lovesick obsession that she has for Rika. (Bern and Lambda have this kind of relationship, after all).
Who is Satoko to say that she cares and loves Rika dearly when she refuses to support Rika’s dream of attending St. Lucia!? Their relationship ain’t healthy if Satoko can’t let her go. And even after learning of her friend’s tragic loop for a century, instead of showing sympathy, Satoko went ahead to inflict tragedies upon her, to completely break her until she gives up. All that for her desire to keep Rika in Hinamizawa. This scene further my disappointment towards Satoko. I don’t hate her, or dislike her. I do understand her reasons. She might have been lonely from the abuses. However, what she’s doing to Rika is manipulative and sadistic. I don’t think real friends hurt one another for something they desire.

Sometimes we just get blinded more by selfishness than empathy, I feel Satoko just wanted someone who she could share her sadness with, but this way was totally obsessive. She needed to follow Rika to St. Lucia and work hard in order to make a better, structured life for herself AND Rika, even if it meant studying hard under the supervision of strict people from the academy.
^THIS. I felt so bad for Rika when her so called best friend was doing all this shit to her. Satako orchestrating tragedy after tragedy to keep Rika in Hinamizawa was counter productive as well, because Rika ended up going to St. Lucia at the end of Sotsu anyway. I could completely understand why Rika wanted to leave the village as a result of being stuck in tragic loops all the time. That's too much trauma for someone her age to have to deal with and Satako just created more unnecessary suffering for her.
