Shallow water in flooded conditions has always been the best for me. Perhaps they are getting out of the real swift current or perhaps they are exploring and feeding the flooded ground.
He doesn't ever keep any fish. Depending on exactly where he is fishing they are generally not safe to eat in his area. Fort Loudoun reservoir was contaminated from a coal ash spill in 2008
