"Welding" plastic is a lot like welding metal in principle, once you have the correct heat setting, it is just a matter of maintaining the correct speed with the heating device. Knowing the temperature that works best is possible with the use of a temperature gun that will tell you how much heat is being applied at a steady pace. That soldering iron you are using looks to be very high wattage. Definitely more than 75 watts. The common pencil style soldering iron used in electronics is often set at 30 watts, or slightly less.
He said he was using 6 mm thick common home improvement plastic, often sold for use as a way to catch paint splatters, and spills. It is also sold for insulating windows during the winter as an air and wind blocker.
It can work on most sheet plastics commonly sold in home improvement stores, but don't mix plastic types, or thickness since you need a temperature setting both parts will respond to in a desirable fashion.

I use regular iron, cover the part you want to join with aluminum foil and iron on it, once it is cool, remove the foil.

His soldering iron didn't appear to have a setting and looks to be for plumbing, rather than electronics. See comment above.
