The Ebay photo on the first toner looks like a 63 to me might grade 64 but the Ebayer made it look like you got a 65. The second one looks more like a 64 but those marks might make it a 63. The third one looks like 63 or worst case 62. the last one looks like a 63 maybe a 64. The first one had the most eye appeal but the second one looks like it would grade the highest. I might be wrong post what you get for grades.

Just curious why you choose NGC over PCGS? Is it so they can fit back into the OGP boxes?

Yes, it's so they still fit in the boxes. Otherwise I use PCGS for all my grading.

the ones you want will be labeled uncirculated on the gsa dollar, you got the cheaper much cheaper version

If they have any toning on them at all they do not get the uncirculated designation from GSA. If they also have a lot of heavy bag marks on them They will also not get the uncirculated designation. I like toning so I will often buy them without having the uncirculated label on them. So not having the "uncirculated" does not always mean that they are going to be a cheaper version. I have some that are graded MS65 by NGC that do not have the uncirculated.
