This is an alternative version of the Arcade game Street Fighter 1 which allows the player to select the enemy/boss characters.
Eagle is the second English enemy opponent. He is a non-selectable character in the normal version of the game.
===== About Eagle =====
Eagle is a stick-fighting master from England, and works as a bouncer and bodyguard. He was hired to defeat Sagat, but was unsuccessful. He returned to his profession, and later he fought against and lost to Ryu.
Gameplay-wise, Eagle is a great character to use in SF1. His Manchester Black move (the spinning lariat) comes out fast, moves forward and has huge priority... and because it's a spinning move it means that it's a CONSTANT hit-box, so it's a move that can "glide" into the opponent. His Neutral Jump Strike consists of him jumping quite high, so it takes out most opponent's jumping strikes.
===== Eagle Trivia =====
---- He is one of the first two characters in the Street Fighter series to wield a weapon. The other is Geki.
---- His fighting style is stated to be bojutsu in the Street Fighter: World Warrior Encyclopedia book. However, his fighting style in the game resembles the martial art of eskrima.
---- Mr. Big from SNK has a similar fighting style to Eagle.
---- Since CvS2, Eagle is somewhat of a homage to the real-life late Queen singer Freddie Mercury. Some of Eagle's voice quotes are reminiscent of Mercury.
---- In CvS2 and SFA3MAX, when Eagle fights against Zangief, they have a special pre-fight intro where they clash into each other with their lariat moves.
---- Like Birdie, his name "Eagle" is named after the Golfing term "eagle".
===== Additional Information =====
---- Against some opponents, there is a flaw that briefly freezes and stops Eagle and his opponent from doing their jump-in's properly in the pre-fight "intro". After the freeze, the fight begins as normal.
---- In this version of the game, most of the enemie's / bosse's "special moves" are performed by holding Down or Down-Back or Down-Forward and then pressing a [P] or [K] button. Interestingly, this indicates that the enemy jumping strikes are a set routine/move, instead of a free move during jumping. It also explains why you cannot perform any strikes while jumping with them.
---- Despite selecting the enemy characters, the portrait of Ryu (1P) or Ken (2P) is always used for the versus screens.
---- When playing as an enemy character, after you win a round, the winning text will still say that Ryu or Ken won the round.
---- You can still play the 'break-the-boards' bonus games as an enemy character. However the enemy characters often do not have sufficient moves to reach/break all the boards.
---- Obviously the other bonus game where you time the karate chop will always be Ryu or Ken.
---- When you complete the game with an enemy character, it will still use Ryu's or Ken's portraits for the "king of the hill" victory message.

This is where it all began. Who would've thought that this game would develop into a sequel that ended up setting the tone for virtually all other future fighting games?

Eagle has to be one of only a handful of characters in the whole Street Fighter series who doesn't kick at all.

Eagle was a really tough enemy to tackle in Street Fighter 1. Glad to see nothing's changed, not even as a playable character.

Eagle is very cool designed by the developers. The most interesting fighter, his textures are the most capacious.

That had been what I had thought he was saying up until 20I5, clearly the 08 Bit DAC/PCM compression was so strong that this game was a Homeland for misheard vocal cues for decades, even to this very day it still gets laughs. (:

So contrary to what the guy who calls himself "Angry Video Game Nerd" said, you can pick whoever you want in this game, but it'll only register as Ryu or Ken [now if you've got the "Turbo Grafx" version, like he does, which for NO reason at all, was so stupidly entitled: "Fighting Street", by the way, good luck, you'll need it (or, just cheat)].

FYI...Eagle is the 1st gay fighting game character conceived. His sexual preference was revealed years later.
But elaborating to the lore after the fact hardly counts, unless the creators had decided back in '87 that Eagle was gay. That's like creators of Pong could claim they had the the first video game starring Hitler if they now said the player 1 paddle was actually him in disguise.
Pwner1 Capcom retcons character origins all the time. If they say that Eagle is gay then that's what he is.
