The hell does "discretionary" mean, with regards to Disaster Response Priority? Hell, what does Disaster Response Priority even mean, either? Like, is it how important freeman is to be rescued in an emergency? Is it some kind of clearance for _him_ to rescue folks or something? I'm confused
looked into this myself, basically his disaster response priority is optional, if i'm not wrong. guess that shows how much black mesa really appreciates their employees. either way, freeman was most likely never going to be saved from the incident, not even by the company he worked for.
@calvii_boi Barney the security guard in his game had his top disaster response priority as safeguarding company property, with personal safety coming in third.
For a high tech research site, mexico isn't the most rich country, to have this stuff. Maybe iceland. But the facility place and theme, man is it cool. You're in a sort of desert thing. So cool

I'd assume some sort of generator for the sector, maybe they need more power for that area, which easily those two generators could provide
