Apparently the reason why they were leveled down was because of the amount of stuff to do after beating them. Such as being able to go to Kanto and fight the powerhouse gym leaders over there. In HG/SS, some of the later gym leaders in Johto have higher levels, there are some more things to do as well. Plus, once you defeat Red and the Kanto leaders, the Elite Four's levels are all boosted. Plus, you can rechallenge the Kanto gym leaders who have Elite Four like levels, with Blue having 70s.
Blue is to this day my favorite Gym Leader out of all five gens with only Sabrina coming close. Though I always thought Blue was a condescending douche. Admittedly, I've played these games since R/B/Y (still play and can't wait for B2/W2) and I'm partial to Gen 2 so when HG/SS came out, I was fanboying so hard. The only complaint I had was that you couldn't get the GBA player until after you got all 16 badges.

Pretty much everyone's pokemon levels have been scaled down. Just take a look at the Elite Four here and compare them to Gen 1's powerhouses.
