There is no right or wrong to use ever or never in “have your ever or never”. You can use “Have your ever study German language?, if the speaker do not aware of the third person’s back ground. On the other hand you can use “Have you never studied German language?”, in this case the speaker is reminding the third person of his past…. So I don’t see a problem… 😂

This is because "ever" is an unnecessary word in most of its uses. For instance; 1. Have you studied German? is just as correct, but adding the word "ever" adds a timeline to the question.
