Yes, probably because Don Rosa's "The Life and Times of Scrooge McDuck, Chapter Twelve" contains references to Citizen Kane. I read that when Carl Barks first pictured Scrooge McDuck in "Christmas on Bear Mountain", the mansion and other parts already were a nod to Orson Welles' movie as well.
