My high school has these alarms on the outside set to continous in the white color
They have the same setup at the Piggly wiggly near me, it's just they have the MSI 10B instead of the MSI 20B, and most likely a different panel.

The ground fault has *got* to be caused by non weatherproof devices being exposed to rain.
No, it’s buried fire alarm cable being exposed to the ground. Non weatherproof devices wouldn’t cause a ground fault. That’s effectively impossible since all my conduit and boxes are plastic and non grounded
