Unbelievable! You have to take the whole front bumper cover off?? Ridiculous! I guess they want you to take it to them so they can gouge you for an hours labor to change a freakin light bulb!

My sister just had a small accident & got her 2013 back about a month ago. The body shop replaced only one of the headlight assemblies. Taking it apart I'm finding out that impact absorber is not there & there are missing & stripped out bolts & fasteners. Shameful!!!

You don't need to do this to replace a bulb... only if you need to replace the complete headlight assembly.

No, you can replace the light bulbs from under the hood, although you likely need to remove the battery. This is how to replace the whole headlight enclosure.
