I think he just wanted to whisper in her ear. But not because he liked her. Just because it was so obvious how thirsty she was and he was having fun with it.
1. She welcomed him in person.
2. She was being friendly.
3. She is obviously not very bright.
4. The mistake he corrected her for was embarassing and not about the quality of the food or the restaurant experience in general.
In short: the 'soup of the day' mistake made her look stupid and calling it out loudly would have only made it worse without achieving anything.

Gordon usually only makes issues clear to customers when it directly affects the quality of the service being offered (such as spoiled food and unclean living spaces).
Having the same soup of the day every day isn’t unsanitary, it’s just kinda stupid, so it didn’t need to be turned into a massive scene
