Every K4 Pack does ship with a pair of locking buckles, which can be used where needed. You can also purchase additional locking buckles, if needed/preferred. The reason we don't use locking buckles in every location is because they decrease usability for quick adjustments (especially with gloved hands), they can add some additional noise, do add some additional weight, etc.
You guy's and this pack are bad ass! Glad to be part of the team haven't put weight in it but so far feeling way better than my elberlestock

Locking buckles when not truly needed are more of a pain than a benefit.
