Now, Mcqueen was originally in Cars 1, which came out in 2006, so going by that, and the fastest track, which I believe to be Daytona International Speedway, the fastest recorded speed over the race weekend was Kyle Busch, at 306 km/h (190.251 mph). The top speed in 2011 was 319 km/h (198 mph) with Brad Keselowski, so still slower. Basically, Francesco is pretty bad at maths, or is a GP-2 Car, which has a top speed of 330 km/h (205 mph) with Monza Aero, so still faster. Sorry for the autistic rant :)

Here's a fun fact for you: Mater was originally going to be a steamroller instead of a tow truck, and the way Lightning was going to fix the road was to have his engine swapped with Mater's. A storyboard of this scene can be found in the bonus features of the D.V.D. release.
Bernoulli's principle is more about carburetors than formula 1 spoilers. Without carburetors there would have been no combustion engines and therefore no cars.
