That original plot for Cars 3 would've been interesting to watch for car enthusiasts but probably not so much for everybody else so I can see why they went with the story that they did. It's still a good movie but I would love to see that original plot be used in a film.
What I think they should do is take the seems that they don't use in the movies and just put them at the end of the movie because you have a good point it would be interesting to see the original idea especially seeing Herbie in the cars universe
