When permanent pilots were banned the Gas saving was said to be around 1%, 10-12% would equate on that boiler to about, 1.5kw per hour!

The average gas bill per statistics as of 2021 is £582. A pilot light uses anywhere between 594 up to 2475 kWh a year totally £40 - £150. Therefore £582-10% = £524^ which is £58 a year for the pilot light. According to superwarm & energuide peak costs for a pilot light are upto £100 a year which would be around 18% of the average £582 bill.

There's info online, when pilots were banned gas prices were lower and the boiler very inefficient without controls so it's more than likely that yes people ran the gas longer without any controls or TRVs so in comparison it was more inefficient back then so the ratios have changed, people are more efficiently and conservative so use their actual heating less so the average for the heating is less which means the pilot light being on moves that average you said is 1% up from that of the 90s etc
