That bald guy was Garrison Sergeant Major Billy Mott of the Welsh Guards. He served in the Falklands and is responsible now for every ceremonial parade in London including Trooping the Colour. And nothing gets past Billy Mott! Him and his brother were in command of the bearer party for Maggie Thatcher and apparently requested to out of respect for her. No bigger compliment could be paid to the Lady.

GSM Mott is now a part of the staff of VFMAC in Wayne, PA. He serves as a TAC (Teacher, Advisor and Counseler) Officer in the Academy Dorms.
