You have to make yourself the owner by clicking owner in advanced and putting your user (it's in C:\Users (windows\users)), then go into permissions and remove them
You have to change the owner to your user. Go to advanced, click owner, put your user in object (found in windows\users), check names makes it the proper user, click apply, go to permissions, remove all the permission, click apply, say yes to the warnings

Faced this problem 2 days ago in my work laptop, IT team just reinstalled the OS freshly yesterday and now the problem is back again... I can go until Advanced for the security settings but the thing is not opening up when i try change the owner thingy...
go to advanced properties, click ownership, change owners to your used found in users under computer, click check object or user or whatever it says to the right that makes gives it the right object name, click apply, go to permissions, delete all permission, click yes on the warnings. click apply. repeat until it works.

When u remove the things, don't press aply, only press OK, so it won't say "can't remove Helppane, it worked for me

No, the file can't be accessed so the webpage can't be opened. Simple and easy. You could probably delete the file after too, but I never tried that

There should be a tab that says security. Scour it.

mmmm that's not the best way. If you enable inheritance, it might just... inherit the permissions from the folder it's in

Type task scheduler in the windows search bar and look for a task opening edge on startup to disable. Hope this helps

This is too much frustrating sometime it turn on automatically without pressing f1 button.

You probably don't have admin access on your work laptop. You could ask IT or whoever can login with admin access to do it for you
