You forgot about chaos dwarfs. Sure their economy is slow to build at first but between money making buildings, trade caravans and all the trade you can do with evil factions. You’ll end up swimming in gold.
Chaos Dwarfs having Convoys that can get some pretty powerful units and trade with evil factions, outposts and factories giving you so much raw materials and armaments, and having cheap Hobgoblin units to supplement your more expensive Chaos Dwarf units will make Chorfs so much gold that you won't know what to do with it. And with Drazhoath having cheaper armament costs of increasing unit capacity and more armament output means you'll have even more armaments to trade and even more money flowing into your coffers. If you want money Drazhoath the Arms Dealer is the Dwarf for you.
N'Kari is pretty rich too. Once you've vassalized Ulthuan, not only you get income from your vassals but you also get access to lots of unique resources to make even more money trading.
Yuan Boo, Nkari, Azezal, Morathi/Lokhir (not sure which one is richer), Alarielle (imo better eco than tyrion, bit worse early but way better in the mid/late), Tehenauhin (free buildings go brrrr) are a few factions that I am missing. Balthasar Gelt probably also makes the list with his ability to just create money.
Really, no Greaus? He gets 50% more loot from raiding with his army and sacking along with 50% boost to trade faction wide. 25% of the trade boost comes from the Goldtooth toll gate building which can be built in your starting settlement and is basically a faction bonus. He lives up to his fat jewel encrusted name. Also ypu basically always take the Dragon Isles which have 4 ports and another building in Chorf territory that can give even more trade bonuses.
I would say Yuan Bo is somewhere in my top-5. Any cathayan faction, really, but with his machinations you can increase income in half of your provinces to the skies, and when you’re already running 4-6 20-stacks by turn 50, and still sporting a net income past 25k, with all settlements having all possible (not fully upgraded yet mind you) build slots occupied, and upgraded as much as you can at the time, there’s only 1 thing to use the rest for. Armies, aka. Diplomacy.
The dwarfs have the best late game economy because there truly is no cap with the deeps mechanic other factions are capped by how many settlements they can have or other factors that eventually hit a cap .
I've had the most money EVER with Grom, but I think all Greenskin factions are the same this way: make TONS of money through raiding, looting, and sacking, and ignore economic buildings and trade. I constantly run at a turn-by-turn negative income going as deep as -5,000; but when I can make nearly 100K in a turn through sacking, it doesn't matter at all!
I’m genuinely saddened by the fact that none of the Dark Elves were even mentioned, purely because I feel like it pays credence to just how dirty they have been done in WH3. In 2, their economy was a killer. I remember having a Malus Dark Blade campaign that resulted in me have a stupid number of armies and STILL raking in, at minimum, 14K every turn and not having much to spend it on. Now I feel like I’m walking on eggshells with the Dark Elf economy every time I try. What has CA done to you 😢
I just started playing tomb kings and was pretty surprised not to see them here. You end up just having stupid amounts of money later on. I get that the T5 buildings are expensive, but I didn't feel the pressure of needing to carefully manage my economy like I do with other factions.
I don’t think I’ve ever made over 2000-2500 a turn in any campaign. I’m currently doing a Thorgrim play through and I’m at about turn 30, in this video you were at turn 28 with him with 6800 a turn. I have the entire starting mountain range other than the parts that Thorek takes. That’s like 6 or 7 provinces, yet my economy is shit. I’ve always been pretty bad at Total War.
By turn thirty with Thorgrim on just two provinces you should be making 20 ish k a turn. If you have karaz a karak, gunbad, and black crag with a deep settlement in them built for economy you should be at about 40 ish thousand a turn by turn I’d say 50 or so.

Maybe we play different games, because in my game we have most limited amount of money and since game 3 comes out they not even best in terms of post battle loot. This place occupied by Kislev. And if u pick certain LL, then Tehehauin should be top 1 since he can make decreas upkeep to zero, same with construction cost. If having everything for free is not top 1. Im curious what deserve to be top one.
Their economy is complete trash and buildings are awfully expensive. It takes SOOOOOOOOOOOO LOOOOOOONG time for the tomb kings to gain a decent amounts of money.
I thought Skarsnik would have been up there. He can field tonnes of armies for next to nothing since he makes goblins almost free and isnt the greenskin economy building pretty good bang for your buck
A late-game Black Orc army can pay for itself 10-fold by sacking one big settlement. Add in Waaagh armies and the Greenskins have the world's riches at their fingertips. As far as I'm concerned, the more negative my income is as Greenskins, the more money I nake because each army is a money printing machine.
The top 3 would likely be Kislev, Kislev, and Kislev. Their economy is so terrible until you reach like turn 80-100. The amount of cost on economic and government buildings proportional to income is the highest in the game and it isn’t even close. Some economic buildings take nearly 30 turns to pay off their purchase or upgrade, it’s absolutely terrible.

Just joking of course, I know it's probably just an elgi scheme that put you up to it. Speaking of elgi, Eltharion used to have a cheesy way to make bucket loads of gold but I'm not sure if it's been patched. You could exploit the dungeons of Athel Tamarha mechanic to keep releasing lords back to a faction and gift them all of your gold each time until the percentage of their income was so high you would be rolling in gold. I think you just had to keep their last settlement under siege so they couldn't spend any gold you gave them and keep capturing their lords and releasing them everytime you sacked their settlement.

Maybe gold but unless you are fighting titanic wars constantly you will have essentially no laborers. At least that's how it seems to me.
The new deeps feature for dwarfs let them scale infinitely. Had about 15k income from the settlement with gold mine and the special brightstone mine.

I played a campaign with wood elves, and I was stuck on +60.000 every turn and I didn't even got a way to spend all that money
