In this game, souls are split up into four fragments. Form, Mind, Direction and Luck. Three of Fenrir’s soul fragments were lost to Alfheim. But the Mind fragment was not; having gone into Atreus’ knife. There was something different about Garm from the other soulless animals we’ve seen. Maybe he had some of his soul remaining; enough to use his powers to travel through dimensional barriers, and to fight.

One of the things mentioned at the end of the story when you go sledding with Mimir and Freya is how Mimir got the armies of Hel to go against Asgard and apparently the giant bird (forgot the name) was looking for a replacement to rule and take care of Hel, I’m guessing Mimir promised to either take its place somehow or find someone to replace it in the future, maybe somehow and someway the Future Daughter of Atreus and Angerboda (those are Hel Loki’s daughters parents in Norse mythology from what I remember) it would be cool to actually see Kretos interact with his grand children in a future game, imagine he’s all goody and cuddly with his grandkids and Atreus is there like “you never fucking treated me like this, it was Boi this and Boi that for almost a decade” that would be some funny shit lol.

The reason it works so well is because Garm is explicitly mentioned to have no soul, so when Atreus puts Fenrir's soul into Garm, there is no soul to fight for control, hence why Fenrir has complete control. It's also speculated that he was something more primordial, which is why he has abilities despite having no soul.

The reason for why Fenrir was able to use Garm's power is because Garm's power are tied to his body, since Garm never had a soul, it's said in the game that he was souless, that's why Atreus thought of putting Fenrir's soul in Garm'sbody, because there was a possibility of it working.

In this case it’s the body, because when you look at Garm’s eyes they’re the same as the eyes of the animals after Angorboda’s grandma removes their souls. They’re dead and lifeless. So Garm never had a soul he was just a mindless force of nature

Garm was a soulless being, which is why it was able to come alive even after death many times. That’s why even after death it still had its power, and after gaining fenrir’s soul it kept the powers of Garm. Garm is the name of the monster, but now Garm has the soul of Fenrir, fenrir is ‘piloting’ Garm now.

It was describe that Garm seemingly had no soul
So odds are the soul was weak or Garm simply had no soul to begin with, that’s why after killing Garm, it always came back to fight
Now that the body has a soul, it could theoretically kill but also now it has the powers of the body itself
