In this game, souls are split up into four fragments. Form, Mind, Direction and Luck. Three of Fenrir’s soul fragments were lost to Alfheim. But the Mind fragment was not; having gone into Atreus’ knife. There was something different about Garm from the other soulless animals we’ve seen. Maybe he had some of his soul remaining; enough to use his powers to travel through dimensional barriers, and to fight.

I don’t know, that is a good point.
But in brok’s case, he’s lost a part of his soul, direction, so when he died the three remaining parts didn’t know where to go. Just fizzled out into the void I guess? @@RicardoPerez-rz8pu That's kinda how other creatures without souls work in this game. The soul can leave the body leaving their corporeal form on auto pilot unable to feel emotion. We see that when Loki sees a yak with it's soul taken just grazing but looking dead inside.

I know I'm a bit late and probably someone said it already but.
I believe that Garm had no soul to begin with, meaning the powers where bound to the body all along. Now that the soulless body has a Loyal soul the powers won't be used in pure rage but in caution and an command.
Like when Kratos said "Home" Fenrir immediately knowing to go to the hut and feeling the powers he has.
Sorry if I'm wrong or if someone said it already

Garm was a soulless being, which is why it was able to come alive even after death many times. That’s why even after death it still had its power, and after gaining fenrir’s soul it kept the powers of Garm. Garm is the name of the monster, but now Garm has the soul of Fenrir, fenrir is ‘piloting’ Garm now.
