No, it is wrong. He was in Europe and Asia multiple times. There are many who met him in his abroad trips. He shaped many other police departments world wide. He brought scientific methods in police investigation, gave them guns, better than mafias, gave them vehicles that they never even though would drive in their whole life because of little salaries they had. Gave them respect and dignity that even today, they carry. Working in states, a country made by criminals and vikings, where people loved to settle their scores personally with guns, where even presidents were mafias and even the generals were mafias, is not easy. You have to learn the history of USA how it was made, what kind of people it absorbed and what it is today. The states in 1927 was a broken one, in 1929, it shattered, and by the time Roosevelt came, Hoover's new deal gave hundreds of thousands jobs. New deal wasn't a program of Herbert Hoover, it was a program initiated by J Edgar Hoover, credit went to President.
