Personally I don't think the Vice President should require a ramp freeze. I mean if anything just freeze the part of the airport the movement is occurring on. An airport the size of Sky Harbor there's more than enough room for the VIP and regular commercial and GA traffic.
AXEL GAMING when AF1or 2 , fly, there is always priority, and a lot of security. Even at KJFK! The airspace around the airport is sterile, often from 30 minutes before arrival to 30 minutes after departure.

DV stands for Distinguished Visitor. Anyway, the pilot said it was VIP requirements which may be toilet, seats, seatbelts, people stood up or cabin not prepared in general.

No, they are not prohibited from saying it. The fact that they are talking ~on ground, and that the pilots, who should be monitoring that after they get their clearance, need to learn to shut up and listen. 6 planes called back to back, and all on the same freq, asking the same thing, meaning they were not paying attention to the radio calls. Airline pilots have a flow, and they are very single task minded. Do A then do B, and B doesn't even exist in the world until they get to it, so they are on autopilot, reading check lists, and literally not paying attention to the world around them till it's time, and that is usually what results in crashes, or other mishaps, because they can't process something happening out of order, till the take their brains out of neutral, and start thinking again, and it's dangerous.

Be advised, parallel runways can be named differently to differentiate them in different parts of the airport. The best example for this is to take a look at the KORD diagram where we have 5 parallel runways.
Why based on magnetic north when magnetic north changes? The Mount Diablo base meridian currently (i think) is 19°...but 25 years ago it was 14°. Why not true north?
I was living in Portland when then-president Bill Clinton flew in on Air Force One I lived just over a mile from the Portland airport the designation that they used instead of Air Force One I will not say here or anywhere I got to see Air Force One as it flew over my house and if you don't think that something at 500 feet I doubt very much if anyone would ever get that close to Air Force One as I did thank you for posting this video and I chuckled when the pilot said it's my mom😇

Take the UK as an example, the Queen only has a private helicopter but for all overseas trips requiring an aircraft to be used the Queen and/or UK government would either charter or fly on scheduled British Airways flights. It was only in 2016 that the Queen and UK government have gotten a refitted RAF Voyager aircraft and the only reason they got it was because its cheaper for them to operate one aircraft than to charter or book seats on scheduled flights. And despite now having a refitted Voyager aircraft, it will still peform its primary duties as an airtanker. So no not all developed countries have dedicated aircraft for their VIPs and go crazy on restrictions like the US does.

There's probably a worry about a bad actor deciding to take off and then immediately turn and crash into the VP's plane. Better to hold everyone in place so there are no mistakes made and any bad actors stand out by continuing to move.

I had to control AF1 once, departed, had a hold on all landings, had to stack my arrivals, then, vector some chase planes to follow the AF1 flight. Slows things down a bit, but quickly resolves itself.

7/25 L and 7/25 R are parallel. 8/26 is on the North side of the airport and is not parallel with the 2 on the South side.
They are. 7L and 7R are the parallel runways at the bottom of the airport diagram. 08 is at the top and is not a parallel.
