Back in the day, when it was a new game, I played the hell out of it. It was a lot of fun. Hasn't stood the test of time very well, but believe me, in the early 2000s it was impressive in all ways.
It was a series, but the sequels aren't very good. It is actually like mount and blade at sea, but there's also open world on-foot exploration and dungeons like in Elder Scrolls games. It's a really fun game, aged surprisingly well apart from the bizarre controls
And actually, places would ban imports on all sorts of ridiculous things in that period as empires wanted to be self-sustained with their colonies as opposed to having free trade - mercantilism baby
If you play it with the Build Mod it is the best pirate game there is, better than the "sequels", the mod changes everything and tries to have historical accuracy, different eras and careers like a Naval Officer.
You ban imports of X so that you can control the market for X, either because you or your buddies make or sell it yourselves, or because you just want to make X scarce.
