Been there in may and I was totally surprised. I loved the neighbourhoods in the south with the pre-war-architecture. And it was overall so clean and modern… Chorzow and Gliwice also shocked me… I mean that positive. Zabrze however…

As to the cool building at 10:30, if memory serves me right it was built around 1910. It’s definitely not Art déco, as it does not resemble that style and was built before Art déco became more widespread in architecture. I would say it represents Art nouveau with a very distinct touch of Wilhelminism. When that building was built Katowice was part of Prussia, in the German Empire.

7:05 The monuments are dedicated to 3 Silesian Uprisings dated: 1919, 1920 and 1921 (one wing per uprising). As a result of the last of them, east part of Upper Silesia was connected to Poland.

If you like visiting churches and similar objects, you might want to visit the city of Częstochowa. It's about an hour drive by car, up north from Katowice. Or maybe 1.5hrs by train. There you can visit Częstochowa's monastery called "Jasna Góra" (white mountain in exact translation). It's huge and you can spend an hour or more in there. You can have a look inside as well as take a walk around on its defensive walls.
