All they have to do, like everything else, is put captions. I've seen Hollywood movies with characters that are of African descent, and their parents have a heavy accent and sometimes their parents would even speak the language from their country of origin in Africa.
The actor that played Sebastian said that he didn't know how to do a Jamaica accent but knew how to do a trinidadian accent and they loved it so he kept it .
What Shaggy was saying about actors toning down authentic accents so that it can be understood by mainstream audiences is really interesting to me as a linguist; linguistically speaking, Jamaican Patois is quite different to standard English dialects. Although based on English vocabulary, Patois has a different phonological system, different grammatical structures and is almost unintelligible to an English speaker's ear-- really, Jamaican Creole (what it's called by linguists) is it's own distinct language but the label of language or dialect, or even accent in this case, is sociopolitical.
The first thing everyone should acknowledge is that “Jamaican English” is just that...English that is derived from the Queen’s english but with our own ‘accent’ so what Shaggy is speaking here is Jamaican English. What you guys are claiming he “doesn’t speak well” is Patois which is simply broken English. Let’s get this clear, Patois is not Jamaican’s official language that we are taught in school, it is a dialect which we speak as a native tongue and it being a dialect means there is no one way to speak it. If you watched this video carefully he has actually given examples of what patois truly sounds like. Some Jamaicans based on which part of the Island they are from strictly speaks patois, others throw in the Queen’s English with some patois but the majority of us know how to speak complete proper English while also having the ability speak complete patois while knowing how to interchange for our audience or whoever we are talking to and that is what Shaggy is doing here. So Shaggy does speak “Jamaican” pretty well and he does have a true Jamaican accent.

I love it when people recognize when things are altered for entertainment. I hear too many people complain about how unauthentic something is, but don't realize how hard it is to gear something for an audience and maintain an authenticity

Barrel of monkeys, not just Jamaican but any authentic accents. The least they can do is hire vocal coaches. I doubt they do that for certain lesser used accents, like Jamaican or Swedish, people seem to reference other movies for accents like that. Anyway, I agree with you but there's potential problems that come with it.
Putting aside the have that they'd need actual actors, they can't speak real Jamaican Patios because no one would understand. My Jamaican friends and I used to play WoW in voice chat with 20 other ppl and no one could understand us when we communicate to each other. Lol I had to translate for them sometimes.
