Dodge Charger Flees from Traffic stop Troopers Bring the top Guns Out Hazen Police Department Joins

- On 10/31/2023 Trooper First Class Trevor Stevenson advised a vehicle that he had pulled over fled the scene after he placed the passenger into hand restraints in Saline County on Interstate 30 East at mile marker 122. The vehicle (V1) was described as a green Dodge Charger with a Tennessee license plate displaying BQN5779. Trooper Jeb little and I decided to position ourselves East of Interstate 440 on Interstate 40 with the possibility that V1 was heading East toward Tennessee. At 10:45 PM, Trooper little and I located V1 travelling from Interstate 440 East to 40 East at a high rate of speed. We then attempted to conduct a traffic stop on V1. V1 continued to travel at a high rate of speed and deactivated both of his head and taillights. I was able to keep V1 in sight by observing his brake lights as V1 continued to flee with light traffic on Interstate 40. Once I completely lost sight of V1, I downgraded my lights and sirens. As I continued to travel East on Interstate 40, I noticed a unit with lights and sirens just ahead of my location. I then verified that Lonoke County Sherriff's Department was in pursuit with V1. I then upgraded my lights and sirens again and notified Trooper Cody Martin who was just ahead of my location that V1 was still traveling at a high rate of speed and without lights. At 10:52 PM, Trooper Cody Martin advised he was now primary in the pursuit. At 10:56 PM Trooper Cody Martin advised he lost sight of V1 and cancelled the pursuit at the 183-mile marker on Interstate 40 East.
V1 continued to travel into Troop D where Sergeant Levi Fleming, Trooper Rand Lace, and Corporal Kurt Ziegenhorn were enroute to assist as the vehicle entered Prairie County. Around mile marker 207 Corporal Ziegenhorn spiked the vehicle and the driver (S1) fled on foot. Trooper Stevenson transported the passenger to the Saline County Detention Center. Trooper Stevenson was issued incident number 202320980ASP for his initial contact with V1. Troop D was issued incident number 202320976ASP for their involvement with V1.

The "Stinger" expanding spike strips are known for tearing apart when a vehicle runs over them at high speed. When the little silicone sleeves that hold the spikes in place on the strip get worn, they tend to spray spikes all over the road in a high,speed deployment like this. The length of the extended strip also makes recovery after deployment tricky, since you have to plan ahead fir enough room to run back from the guardrail and drag eight feet or more of extended Stinger across the active lanes. That's assuming it's in one piece and the lanyard hasn't snapped. They're old tech and definitely not my favorite tool.
But while the Stinger is basically a 1990s design, it still in service with many agencies because it was also the first really effective spike strip, and the agencies don't want to spend the money to replace something that's still technically useable.
The Stop Stick is a far better tool, easier and quicker to deploy and less likely to get ripped apart when the target hits it. Pulling it across the target's path is basically the same as shown here, but the recovery is easier. Where a lot of officers fall down using Stop Sticks is trying to throw them under the approaching target. Unless you've practiced the technique they'll flop over each other, bunch up, and fall way short.

@@deadlydread77 Arkansas does pay out, they pay out a lot, lawsuits, officer rights violations, etc., lawyers get involved and they pay. They pitted a pregnant woman that didn't pull over due to the highway had guard rails on both sides of the portion where the officer was trying to stop her, the video shows less than fifteen seconds after his lights where activated he pitted her. She won her quarter-million-dollar lawsuit against ASP. So yes, Arkansas does pay out.

Would have been easy to just shut down that side of the interstate blocking all lanes because the charger can’t go through the median with the barrier there. They already had multiple officers in front of the suspect. Block all traffic in front and then close in behind when he can’t go any farther forward.

Tire fragments could slam into cars causing them to crash. I know the strips are designed to not cause blowouts, but they happen. Property damage and some lost time aren't as bad as death.

That means not only is the charger that is being chased endangering drivers lives. But so are the Arkansas State Police. For a speeder???. I am really surprised that Hot Rod builders from other states. Are not coming to Arkansas to test the speed of there vehicles. Like they do at the Bonneville Salt Lake Flats.

I feel this is not a wise thing to say Chief Taylor. It's like you are saying come to Arkansas and test the speed of your car. I lived in Tennessee for many years. Memphis to be exactly correct. From 1979-1998. Use to go canoeing in the Ozarks with some buddies. Such a pretty state. And the people to good to be true. Had a flat on a Sunday in the Ozarks. At this time in history only the 7-Eleven sold gas on Sunday. Or a large town. Nothing near any canoeing outfitters for a torn tire on Sunday. But the outfitter knew the name and had the personal phone number. Of a tire store in a small town about 10 miles from us. The outfitter spoke with him. And in about half hour the tire owner had me and my three buddies back on the road for Memphis. I tried to compensate the tire owner on our next trip that summer. For the cost of the used tire and his time. But he was having none of it. Said to me. The fact that I stop by and said Thank You was payment enough. I am 74 but to this day I still remember the man and he was from Arkansas.

The tires on my Jeep are more than $1,000 for all four. Just how many tires diid he spike? I just went to Amazon and a Michelin 365-70R 22.5 is $2,575 and standard tire is anywhere from $250 to $750. Somebody's got some 'splaining to do.

Had to file suit in Florida after a trooper did the same thing. Lost EVERY tire on my truck and tailer and nearly rolled over. Nevermind that I lost the account for delivery! Got a 22k check 2 years after the incident. That was diddly compared to what was really lost!
That 22k was prolly barely enough to cover all new tires let alone the account that was lost. Shameful that they can be allowed to destroy other peoples property in the "name of the law" and not rightfully cover ALL expenses that were lost.

They also refused to cover other damage that the tire loss caused to the body and trailer suspension. Not to mention the insane amount of time to settle the claim. 22k was what I FINALLY settled for after haggling all that time, the bills and loss I submitted were 41k in total. Had dashcam footage of them tossing the strip as the fleeing suspect was passing me!! Complete incompetence and lack of judgement on their part.

3:41 The Trooper passes three 18-wheelers on the right shoulder while doing over 125 mph. He started that pass at about 140mph, and the shoulder was a blind spot since it curved to the left and was visually blocked by the three trucks. There could have been a parked car or tire or a couch on the shoulder when he made that decision to pass and he would have never seen it until he was on top of it. Fortunately that didn't happen.
However, a few seconds later.....
A set of road barrels and a construction sign on the shoulder. If he had conducted that pass a few hundred meters later, he would have run right into that mess.
Sometimes it's easy to forget the dangers that these men and women put themselves into to keep the rest of us safe.

Saw the cord come loose on a spike strip and get 6 cop cars in a row. Talk about a bunch of pissed off cops. This one was way worse.
Top speed of a dodge charger will reduce maximum distance for a full tank of fuel significantly. It has a large fuel tank but each gallon increases the weight of the vehicle by ten pounds. The charger isn't the lightest vehicle of its competitors by some distance, and breaking has never been great on dodge cars compared to European and Japanese made vehicles.

No criticism from me. The officer in the strip deployment was obviously called in at last few mins ... After all, we're talking short notice, 2 lanes of high speed traffic, time to gey off the highway, manage his way across two lanes of heavy traffic, pplacement of strips, back across the interstate, over the guardrail and ready to deploy. The perp in the ramped up Charger is running with the truck traffic, and the officer with the strips is expected (in pitch black dark if night) to target tte fleeing Charger, and miraculously strip HIM, while avoiding tge trucks? Im sorry it hnfolded as it did, and it unfolded the way it did ..... .at the end of it all, what Im reading in the comments here is a lot of criticism of the offucer(s), and no one calling out the real wrongdoer ..... in case anyone's forgotten, HE'S the one who's REALLY the one at fault. After all, I'm sure these officers would have all preferred none of it happened. They were just working their respective shifts. And the driver of the Charger? Lest we forget who the REAL brain child was that caused it all. I for one thank these officers for doing their best to bring this maniac to justice .... and I'm for laying the real blame on him ... Well it looks like A.S.P. has a Charger to auction off,problem is what ever money they get from the sale,it’s all going to pay for the few dozen new tires flattened by that spike strip. They might consider getting stronger rope for the deployment and retrieving of those strips,a few dollars more spent on rope is better than $ 25 thousand for new tires. Tires for tractor trailers are BIG BUCKS, and the ones for the Troopers vehicles probably cost $450 /600 maybe more a peace. (They aren’t the same as what you get at your local dealer).

He had to pull the spike strip fast to gt it to the fleeing vehicle. When the vehicle hits the spike strip, it pins it to the road for a split second. They must have a certain tension that the cable snaps at so it doesn't drag the user down the road if it gets caught on a vehicle. I've seen some that have a spring in the tether to avoid too much tension being applied at that shock point.
The indecisive, uncertain look on the trooper's face already suggested that he was about to do a mislead with his spike strip. Too bad for the truck driver...

Pulls the spike strips, perp car goes flying by, then he announces he lost the spike strip in the left lane, stands there helplessly waving his flashlight as truck after truck and all his fellow cops go flying by in the left lane, then he drives by a truck with flat tires telling him he'll be back in a minute, then they finally got the guy stopped down the road and you can hear them saying they got flat tires.

ASP will pay for new steer tires but road service will patch or plug the drives and trailer tires.......or bring out a bunch of recaps....
spike strips need better design. the pull rope shouldnt break. should be much stronger.

Read above comment made by someone with experience using them. Not being taught how to deploy or forgetting to do it CC correctly appears to be the problem. Though there could probably be improvements made for the divisions that don't like to train their officers.

His GPS showed 140 but if you notice how long it takes to run up on a truck or car and how ong it takes to pass there is no way that was 140 mph. Look at other videos of chases at that speed and see the difference.
if you calcalate the speed based on the seconds between mile post at the 3.00 to the 3.25 speed is about 144mph

Reason for stop, suspicious charger. Yes, the car looked like a car that would typically flee. That is a valid state police reason for blue lights. If they actually run then they are pit maneuvered and beat into submission. Then all violations are calculated, tallied, and submitted to judge for payment extraction. Aka making money. Violators are customers to cops. Sometimes they have to run a promotion to get a customer
