So each glyph in an address corresponds to a specific chevron on the gate, yet only the top chevron "pumps" to lock each one? I thought I'd seen other chevrons move during the series.

Each glyph is used as a coordinate locator for a point in space, the Chevrons "locking" in the correct order. It's essentially the same as dialing a telephone number. And yes only the top Chevron moves as it's the one that locks in the coordinate.

There's a few inconsistencies like this. What they show versus what they later state, the show never really closed all the loopholes in logic, and we love to nitpick them.
What I like to remember is the Earth gate is actually being manually dialed. They were designed so that a person can literally rotate the dial by hand without needing a DHD. Earth in our infinite ingenuity built a mechanical manual gate dialer rather then a proper DHD. Then kept this system even when we could make a DHD because there are pros to this over automatic dialing.
