Nope all GPUs can use FSR 3 and if you want to use frame generation with FSR it is compatible with 6000 7000 and RTX cards
Driver level FG/FSR3 is only supported on 7000 series, this is game level FG/FSR3

21 fps vs 60 fps FG on seems just the same stutter for me LOL, FSR 3 troll?

your also not supposed to have a 20 fps framerate when using fg, its recommended to have about 60 or else, its gonna be bad
try to turn on vsync..i think its important for framegeneration smoothness

You need to turn on Vsync when you use framegen, it will a lot smoother. Also use FSR3 upscaling as well to get a bit more raw fps and that way framegen will feel a lot better
