82 grade with Cooler Master Hyper H410R ....wow ....and with stock cooler u run 95 grade lol like rendering with cinebench r23, me with a rx6600 +ryzen 4500 run max 78 grade with stock cooler.i play 30 fps for lower temp

Were the SMT labels swapped by accident? You seem to have lower CPU utilisation with "SMT OFF", when it should be higher, due to logical cores being cut in half.

I have no idea what your issue is but i have a ryzen 5500 and an rx 6600 and i have stable 1080p 60fps with any upscaler. Currently I use TSR because it gives the best effect. I have graphics on high but i tried ultra and i got 60fps as well.
